How it works
From gross to net
Romanian payroll taxes are mostly paid by the employee and withheld by the employer. From the gross salary the employer withholds the pension contribution (CAS, 25%) and the health contribution (CASS, 10%). The personal deduction, if any, is then subtracted, and income tax of 10% applies to the rest. On top of the gross salary the employer pays the work insurance contribution (CAM) of 2.25%. Contributions and tax are rounded to the leu.
Minimum wage and the untaxed amount
The gross minimum wage is 4,050 lei a month from 1 January to 30 June 2026 and 4,325 lei from 1 July 2026. When the base salary in the contract is exactly the minimum wage, part of it is untaxed: 300 lei a month in the first half of the year and 200 lei from 1 July. No CAS, CASS, income tax or CAM is due on that amount. The calculator applies it automatically when the gross you enter equals the minimum wage of the selected period.
Personal deduction
Employees whose gross monthly income does not exceed the minimum wage plus 2,000 lei receive a personal deduction at their main job: 20% of the minimum wage without dependants, rising to 45% with four or more dependants, and decreasing by 0.5 percentage points for every 50 lei above the minimum wage. Employees under 26 receive an extra 15% of the minimum wage, and 100 lei a month is deducted for each child enrolled in school.
EUR amounts
Amounts in EUR are converted at the exchange rate shown in the form — by default the National Bank of Romania (BNR) reference rate of 5.3527 lei per euro published on 6 October 2026. Romanian salaries are set and paid in RON, so the EUR figures are for budgeting only; you can change the rate at any time.
Frequently asked questions
How much does an employee cost an employer in Romania?
The total employer cost is the gross salary plus the work insurance contribution (CAM) of 2.25%. Unlike many EU countries, most social contributions in Romania (pension 25% and health 10%) are withheld from the employee's gross salary, so the employer's extra cost on top of gross is small. Benefits such as meal vouchers, private medical subscriptions or occupational health checks come on top.
What is the net minimum wage in Romania in 2026?
From 1 July 2026 the gross minimum wage is 4,325 lei. For a full-time employee without dependants, whose base salary is exactly the minimum wage, the net pay is about 2,699 lei and the total employer cost about 4,418 lei, thanks to the 200-lei untaxed amount.
How do I calculate the gross salary for a given net salary?
Choose "Net" and enter the take-home pay you want to offer. The calculator searches for the gross salary that produces that net amount, taking the personal deduction into account, and shows the employer cost. Because of rounding to the leu, the resulting net may differ by 1 leu from the amount you entered.
Are the rules different for foreign employees?
No — employees working in Romania under a Romanian employment contract are taxed under the same payroll rules, whatever their nationality. Special situations (seconded staff, social security certificates A1, double tax treaties, directors' mandates) can change the outcome and need a case-by-case review.
Does the calculator cover part-time contracts or meal vouchers?
No. It covers a full-time contract at the employee's main job, without meal vouchers, separately taxed bonuses or special exemptions. For part-time contracts, several jobs or special categories the rules differ, and a payroll specialist should run the numbers.
